Cục
điều tra liên bang Mỹ (FBI) hôm 2-7 cáo buộc Mạc Vân, vợ của tỉ phú Trung Cộng Thiệu Căn Hỏa, tội ăn cắp bí mật thương mại trị giá hàng triệu USD của các
công ty hạt giống bắp của Mỹ.

tin AP cho biết Mạc Vân bị bắt hôm 1-7 tại Los Angeles
Vụ
bắt giữ Mạc Vân là trường hợp mới nhất do công tố viên Klinefeldt công bố sau
bắt giữ sáu nhân viên của tập đoàn kỹ thuật nông nghiệp Đại Bắc
Bắc Kinh (DBN Group) do Thiệu Căn Hòa giữ chức chủ tịch, cũng với cáo buộc
ăn cắp hạt giống bắp trên những cánh đồng ở bang Iowa và Illinois hồi tháng
12-2013. Nhóm người này sau đó tuồn số hạt giống này về Trung Quốc để tái sản
xuất những loại giống này.
Bảng
cáo trạng của tòa án thành phố Des Moine, bang Iowa hôm 1-7 cho biết Mạc
Vân từng đảm trách vai trò lãnh đạo nhóm quản lý dự án nghiên cứu của DBN Group
từ tháng 8-2001 đến tháng 3-2009. Mạc Vân còn là chị gái của Mạc Hải Long
(Robert Hai), vốn là giám đốc kinh doanh quốc tế của DBN Group đã bị bắt ở
Miami trong vụ ăn cắp hạt giống liên quan đến DBN hồi tháng
12-2013. Robert Hai đang được tại ngoại chờ ngày ra hầu tòa.
Giới
chức Mỹ cáo buộc nhóm nhân viên của DBN đã chuyển các lô hạt giống ăn cắp từ Mỹ
đến nhiều địa điểm khác nhau trước khi chuyển về Trung Quốc, trong đó có cả
Hồng Kong và nhà của Robert Hai ở Florida. Theo công tố viên Klinefeldt, tổn
thất về quyền sở hữu về hạt giống của một nhà sản xuất hạt giống của
Mỹ từ những vụ ăn cắp này tối thiểu là từ 30 triệu
USD đến 40 triệu USD và họ phải mất từ 5 năm đến 8 năm nghiên cứu.
Các
nhà sản xuất Monsanto và Pioneer của Mỹ đã chi hàng triệu USD để phát triển và
bảo vệ quyền sở hữu trí tuệ các giống bắp mới trước nạn ăn cắp từ nước ngoài.

The
wife of a Chinese billionaire technology tycoon was charged on Wednesday with
conspiracy to steal trade secrets from US seed corn companies.
Chinese
citizen Mo Yun, 42, was arrested on Tuesday in Los Angeles
after being named in an indictment filed in federal court in Des Moines
A
spokesman for US Attorney Nicholas Klinefeldt said he could not comment on
whether she was in the United States
on a work or visitor visa or why she was in California
Mo’s
arrest is the latest development in a case Klinefeldt announced in December in
which several employees of Beijing Dabeinong Technology Group, known as DBN
Group, or its subsidiaries were alleged to have stolen patented seed corn from
fields in Iowa and Illinois
and shipped it to China
The
indictment filed in December listed six men as part of the conspiracy. An
updated indictment filed on Wednesday added Mo to the list and provided further
details about the operation the government alleges continued from January 2007
to December 2012.
It
said Mo was in charge of DBN Group’s research project management team while she
was employed by the company from August 2001 to March 2009.
She is the wife of DBN’s chairman Shao Genhou, who is on Forbesmagazine’s list of world billionaires with a net worth estimated at US$1.4 billion. Mo also is the sister of Mo Hailong, also known as Robert Mo, the international business director for the company, who was arrested in
“The
FBI’s investigation into Mo Yun should not go unnoticed by those who seek to
steal trade secrets and private business information,” Thomas Metz, special
agent in charge of the Omaha
Court
documents read like an espionage novel with Chinese men found crawling on their
knees in Midwest cornfields secretly stealing
corn ears and federal agents obtaining court orders to tap the mobile phone and
bug the rental car of the chief executive of Kings Nower Seed, a DBN Group
subsidiary.
The
FBI also placed GPS devices on cars and tracked the men as they moved around
the Midwest countryside stopping at cornfields and buying bags of seed from
dealers in Iowa and Missouri
The
indictment also lists Li Shaoming and Wang Lei, both executives of the Kings
Nower subsidiary. They were in the US China ,
employees of Kings Nower, also in the US
on visitor visas; and Wang Hongwei, a Canadian citizen and resident of Quebec
The
indictment said federal agents heard some of the men discuss in January 2007
how Mo Yun was in charge of the operation and the hope was to gather 1,000
pieces of corn hybrids. The court document said in 2008 Mo Yun told Mo Hailong
how happy they were with the seeds they being sent and explained how they were
testing the DNA of seeds.
The
efforts to take corn from Pioneer Hi-Bred, Monsanto and LG Seeds began to unravel
when some of the men were caught in 2011 in seed corn plots, one owned by
Pioneer Hi-Bred near Dysart and another owned by Monsanto near Bondurant, both
in Iowa. The indictment said corn seed also was taken from several fields in Illinois
The
government alleges the group shipped hundreds of pounds of seed to various
locations including to Hong Kong and to Mo Hailong’s home in Florida
Seed
developers like Monsanto and Pioneer spend millions of dollars and years to
develop new varieties and carefully protect them against theft to maintain a
competitive advantage.
